WRITTEN QUESTION E-3286/06
by Proinsias De Rossa (PSE)
to the Commission
In answering Written Question E-0981/05 from Ms Angelilli, the Commission drew attention to the reference included in the 2005 work plan for the implementation of the programme of Community action in the field of public health (2003-08) on the need for information and definition of indicators on Autism/Asperger's syndrome, cognite retardation and disruption of motor, perceptual, language and socio-emotional functions.

Could the Commission provide an update on EU activity in this field since it answered question E 0981/05?

E-3286/06EN
Answer given by Mr Kyprianou
on behalf of the Commission
(8.9.2006)

The Commission is aware of the importance of the social and health impact associated with Aspergers Syndrome and other Autistic Spectrum Disorders. This is the reason for which the Work Plans for 2005 and 2006 for the implementation of the programme of Community action in the field of public health (2003-2008) include a specific reference to the need for information and definition of indicators on Autism/Aspergers Syndrome, cognitive retardation and disruption of motor, perceptual, language and socio emotional functions.

Since its answer given to written question E-0981/05 from Mrs Angelilli, the Commission has implemented the following actions in the field of Autistic Spectrum Disorders (ASD):

In 2005, the Commission selected for funding the project European Autism Information System. There are two specific objectives of this Project: (i) to develop mechanisms for obtaining systematic, reliable and consistent data for ASD in Europe, and (ii) to strengthen the early diagnosis of ASD. The overall strategy of the project will be implemented by conducting an initial analysis of the current surveillance of ASD and analysing the use of different case definitions in Europe. A network of professionals and stakeholders in the field of ASD will be established (the European Autism Alliance) including a Scientific Advisory Panel. This will provide a starting point for systematic and consistent indicators in the future. A characterisation of the current situation of ASD in Europe will be designed and piloted as part of the Project.

- In the context of the above-mentioned project, a solid partnership has been established with the American Centre for Disease Control (CDC) (via the National Centre on Birth Defects and Developmental Disabilities) in order to cooperate on strengthening early diagnosis and to implement and evaluate all available tools and evidence-based arguments, to propose and validate a harmonised tool for early diagnosis of ASD across Europe. The strategy of this Project also contemplates education and training packages for health personnel and an awareness-raising campaign to enhance both professional and public contributions to the main objective of this Project, which is to improve the quality of life of children affected by ASD.

- The Commissions public health website contains a page on ASD which includes a non official report on ASD in Europe produced by the Commission which is being extensively used by experts in Europe. In the EU Public Health Portal, there is a link to research initiatives in the area of endocrine disruptos
